Procurement of Laptop computer, Printer, Photocopier Machine & other IT Equipments for TED & its TTCs, MoE, Kabul, Afghanistan Project Name: EQUIP II, Package No.: (P106259), Grant No.: H354-AF INTERNATIONAL COMPETITIVE BIDDING (ICB) IFB Ref. No – MOE/G-51/ICB 1. Ministry of Education of Islamic Republic of Afghanistan has received Grant from the Afghanistan Reconstruction Trust Fund (“ARTF”) administrated by the International Development Association IDA, World Bank toward the Project named “Education Quality Improvement Project II (EQUIP II) and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement of Laptop Computer, Printer, Photocopier Machnie & Other IT Equipments for Teachers Education Department (TED), MoE, Kabul, Afghanistan against IFB No. MOE/G-51/ICB. 2. The bidders may choose to quote for all or any one or more lots and each lot will be evaluated and awarded separately. Bidders who have not quoted for full quantity of the respective lot or quoted partially for a lot will be treated as non-responsive. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines. 5. Qualifications requirements include: After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 37.1, the Purchaser shall carry out the postqualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified. Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications. (a) Financial Capability The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The Bidder shall furnish documentary evidence that their annual turnover is more than 1.5 times the price of their bid. Alternatively they shall include a letter from a reputed bank indicating their financial status which shall include their ability to perform the contract of magnitude equivalent to the quoted price (b) Experience and Technical Capacity The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement (s) The Bidder shall furnish documentary evidence to demonstrate that they have successfully supplied, installed and commissioned same or similar in size and nature of equipments during the last five years. o The bidder shall have at least 3 years of experience in the manufacture and /or performance of similar contracts for similar goods. List of major supply contracts conducted within the last three years shall include o Name and address of Purchaser with email address/phone No o Contract no and date. o Equipments/items ordered/supplied with their respective quantities. o Scheduled delivery date and actual delivery date. o Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items. - The manufacturer must have :

- An Average annual production of at least equivalent to the quantities being procured in the last 3 years.
- Have at least 1 similar contract in the last 3 years.
- The equipment offered for supply must be of the most recent series models incorporating the latest improvements in design and must have been in satisfactory operation for a period of 12 months as on the date of bid opening;

- The bids of bidders quoting as authorized representatives/ agent of manufacturers meeting with the above requirements in full can be considered only if:
- the manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC Clause 28.1;

- The bidder should furnish a brief write-up, backed with adequate data, explaining his available capacity and experience (both technical and commercial) for the manufacture (to deal the same in case authorized dealer) and supply of the required goods within the specified time of completion after meeting all their current commitments.
(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: o The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following requirement: (i) The bidder shall confirm the availability of spare parts and after sales service. (ii) The bidder shall provide the address of the dealer/agent for verification or confirm that the bidder will establish the above services within 30 days of notification of award. If the bidder does not have the above services he may quote separately for setting up of the above. The bidder shall provide a plan for provision of after sales services and maintenance in Afghanistan. Following the execution of the contract the bidder shall guarantee that adequate specialized maintenance capability and expertise will be made available in the country.
