1.    The Ministry of Education, Islamic Republic of Afghanistan has received a grant from the International Development Association toward the cost of Education Quality Improvement Program (EQUIP II), and  intends to apply part of the proceeds of this Grant- H-354-AF for the payments under this Contract for Procurement of Printing and Supply of Educational Textbooks for Grades One to Four for the Teachers Education Department, MoE in Afghanistan.

2.    The Ministry of Education now invites sealed bids from eligible and qualified bidders for Printing and Supply of Educational Textbooks for Grades One to Four. The bid comprises of TWO LOTS as follos:

 Bidders shall quote for either/ any Lot or all lots, the complete requirements of goods and related services specified on a single responsibility basis. The evaluation of Bids shall be done on lot combination basis for award.

All the items will be delivered at Teachers Education Department of the Ministry of Education (MoE), Kabul, Afghanistan.

3.    Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines.

4.     Qualifications requirements:
    General Experience
The Bidders shall furnish documentary evidence that they meet the following general experience requirement:
•    Minimum of three years in operation prior to the date of bid submission with an important part of their business being the manufacturing of printed and bound educational materials.
(b)    Specific Experience
The Bidders shall furnish documentary evidence to demonstrate that they meet the following specific experience requirement:
•    Successfully completed a minimum of one similar contract in size and scope of this project. The bidders or JV will also be assessed for quality performance in relation to previous contracts.

•    The bidders shall demonstrate that they have sufficient internal quality control procedures for paper and textbooks.


(c)  Financial Capability
The Bidders shall furnish documentary evidence to demonstrate that they meet the following financial capability requirement:
Audited financial accounts for at least two complete fiscal years, demonstrating the soundness of their financial position and that they have the financial resources to perform the proposed contract  Or A letter from a Bank indicating Bidders’ financial soundness to perform the Contract.
(d)  Production Capacity

The Bidders shall furnish documentary evidence to demonstrate that they meet the following production capacity requirements:

•    The annual production required should be at least two (2) times of the value of the contract in any of the last three years.

•    Bidders shall provide evidence of having available the following facilities and the appropriate skilled staff to operate them:

i)Camera and or Computer to film facilities; (ii) Plate making; (iii) Sheet-fed or web-fed offset printing machinery capable of printing in one color or multiple colors, depending on the contract requirements; (iv) Finishing and binding; v)UV Varnishing(vi) Packing; (vii) Delivery; (viii) Warehousing and distribution (depending on the contract requirements).

•    The bidders must provide evidence on (i) a list of their major plant and equipment showing (for each machine) the manufacturer, the model, the maximum and minimum sizes they  can handle, the age, and the average hourly impressions/units  and (ii) a list of its staff showing their skills and their years of experience. The format should strictly be as indicated in Section III   Evaluation and Qualification Criteria.

5. Prospective Bidders are requested to participate in  Pre-bid Conference,which will be held on June 25, 2011(4/04/1390) at 14:00Hrs. at MoE Conference Hall, Deh Afghanan, Kabul, Afghanistan.

8.    Bids must be submitted to the address below at or before 14:00 hrs (Kabul Local Time) of July 24, 2011 (02/05/1390). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened at 14:00 hrs (Kabul Local Time).
